Opinion of the General Office of the State Council on Adapting to the Development of AI Technology and Helping Build an Employment-Friendly Development Model

To the people's governments of all provinces, autonomous regions, and municipalities directly under the central government, and all ministries, commissions, and directly subordinate agencies of the State Council:
Employment is the most fundamental matter of people's livelihoods. To implement the decisions and arrangements of the CPC Central Committee and the State Council on promoting high-quality and full employment, actively adapt to developments in AI technology, and help build an employment-friendly development model, the following opinions are proposed with the approval of the State Council.
I. GENERAL REQUIREMENTS
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th CPC National Congress and successive plenary sessions of the 20th CPC Central Committee. Adhere to a people-centered approach to development; closely integrate investment in physical assets with investment in people; coordinate development and security; and give priority to employment. Take AI's role in enabling high-quality development as an opportunity, promote high-quality and full employment while adapting to technological development, and orient policy toward an employment-friendly development model. Actively amplify AI's positive effects in creating job opportunities, empowering existing positions, raising employment quality, and stimulating entrepreneurial dynamism. Effectively mitigate the job-displacement impact of AI applications, and strive for inclusive development that harmonizes technological progress and industrial upgrading with employment promotion and improvements in people's livelihoods.
II. STRENGTHEN AI'S JOB-CREATION EFFECTS
(1) Expand space for new AI employment in emerging fields. Deepen implementation of the "AI+" initiative. Encourage eastern regions to develop core AI industries, while guiding central and western regions to undertake upstream and downstream activities suited to local conditions, such as data annotation and manufacturing intelligent terminals, so as to accelerate the formation of new sources of AI-related employment growth. Accelerate the development of AI-native enterprises and specialized, sophisticated, distinctive, and innovative "little giant" enterprises. In accordance with relevant rules, include eligible enterprises within the scope of special financial loans supporting businesses in stabilizing and expanding employment, creating more jobs and opportunities.
(2) Cultivate new drivers for micro, small, and medium-sized enterprises to stabilize and expand employment. Implement an AI entrepreneurship support plan for small and medium-sized enterprises, using open-source ecosystems to promote innovation and entrepreneurship. Strengthen public services for digital transformation, encourage the development of small, rapid, lightweight, and precise digital products and solutions, and protect the lawful and equal access of micro, small, and medium-sized enterprises and self-employed businesses to intelligent
